Since provincial autonomy is a landmark in India’s constitutional progress and a leap towards democracy, its origin and growth in the colonial period form an important base of the democratic set up that emerged and developed in post-independent era of India. The objective of the book is to critically analyze and assess the working of the provincial autonomy from 1937 to 1947 in the Punjab in the historical perspective and present them in a coherent, cohesive and critical manner. It concentrates on the study of the political strategies adopted, the steps taken for the benefit of the rural community, the various constitutional and legislative measures initiated for the improvement in the departments like agriculture, industry, irrigation and education during this period. The policies of the Unionist party, its relations with the other political parties, its sudden fall are also probed. The Punjab has been taken as the area of research so that a detailed and thorough study of a region could be conducted during this period as it is practically impossible to go into the minutest details of the vast country like India within a given space.
