Flown flags have traditionally be handed out by dignitaries for special occasions and events. A flown flag is defined as a flag that has historic meaning, centesimal value or has been flown for a certain occasions. Since 1937 "The Capitol Flag Program" began taking request for flags to be flown over the US Capitol Building at the request of Congress and House of Representatives as a constituent service. Each state elected official shall make the request for a flag to flown to the Architect of the Capitol. Flags are flown daily year-round, weather permitting, excluding Thanksgiving Day, Christmas Day and New Year's Day. There are special flag poles where all flags are flown, over 100,000 flags flown annually. After it is flown over the Capitol, each flag is issued a keepsake Certificate of Authenticity by the Architect of the Capitol.
